Massive interest was taken by smaller countries and dependent territories (as the SBU also allows broadcasters of dependent territories to have membership) in the midlde of 2012, bumping up the number of participants to 30. As a result, the SBU decided to adopt the semi-final structure used by the Eurectivision Song Contest between 2004 and 2007, but featuring their own spin on it: twenty-five countries would take part in the semi-final, of which thirteen songs would go to the final with the Big 5 countries of this contest (Orience, Daehan, Kaizhung, Lenapore and Northulia). However after this contest it was revealed that this format was deemed inefficient and later switched to the current semi-final structure of two semi-finals.

The contest was broadcast in Daehan by DBS 2 and SBS. DBS 1 had broadcast prior SBU song festivals that were non-competitive, due to the fact of it being a competitive festival in need for ads, DBS 2 accepted airing it instead.
