The Tangwan Public Television Service (PTS), also known as Leumsang Yanjeng ("Public Television") is a Tangwan public corporation established in 1983 that operates the titular PTS channel (also known as PTS 11 or Channel 11) owned by the Public Relations Department of the Kingdom of Tangwa. The channel's primary emphasis is on "apolitical programming for and by the public" even though like TTV and Channel 5 it's considered a government mouthpiece.

The Public Relations Department's Public Television Service opened on channel 11 in Chongfang on November 11, 1983. Due to the paucity of frequencies on the VHF band and sluggish implementation of the UHF band in Tangwa at the time, the PRD entered an agreement with Tangwa Television to use its transmitter network during afternoon break slots, between 14:30 and 16:30. After the two-hour block ended the two channels (1 and 11) went off the air with TTV starting its evening service at 17:00 and PTS starting its schedule at 18:00.
