HWAE-TV (channel 21) is one of the two stations Hopelandian Public Television operates in Albany (the other one being HWPT-TV). It is a Tier 2 public television station, meaning that it has a greater level of autonomy than HPT itself.

Plans for HWAE date as far back as HWUF. When channel 31 was set up, it was essentially going to be a UHF testing facility rather than operating educational content. The government-run channel 9 was set up to provide precisely what HWAE was going to do at launch - an educational television network set up to provide distance education. Unfortunately, by the end of the decade, HET's initial format was already failing and was now acting as a cultural television station rather than concentrating on its educational output.

Eventually a group of lobbyists pleaded the federal government to launch another UHF educational station. Channel 31 was primarily ethnic at the time.
